Multilevel governance in environmental policy: a comparative analysis of Republic of Austria and the Federal Republic of Germany

The aim of the thesis is to analyse the nature of multi-level governance in climate protection policy in Germany and Austria and to compare the analysed cases. The concept of multilevel governance is used as the theoretical basis of the thesis, the key idea of which is the mutual integration and influence of the levels of governance. Using this concept, the thesis analyses the horizontal and vertical levels of policy making and implementation involving both state and non-state actors. The analysis is carried out through four features of multilevel governance, predefined on the basis of an analysis of the literature, which are: diffusion of competences, non-hierarchical institutional framework, consensus-based decision-making and the principle of partnership. These features are also the dimensions on the basis of which the selected cases are compared. The multi-level governance in the climate protection policy of Germany and Austria is then classified on the basis of the typology of Liesbet Hooghe and Gary Marks. The thesis also includes an analysis of the instruments and policy processes of climate policy in both countries, which will provide insight into the role and influence of the different levels of governance in the formation of policy in the analysed area of governance.
The role of Euroregion Silva Nortica within the cross-border co-operation and the formation of regional identity

The thesis examines the impact of euroregion Silva Nortica on cross-border cooperation and regional identity. Silva Nortica as the newest Czech euroregion is located in Czech-Austrian borderland. The situation in the euroregion is analyzed through quantitative and qualitative research to offer a complex view on the issue. In context of institutional framework conditions the questionnaire survey together with guided interviews with representatives of the euroregion was analyzed. The thesis also offers possible ways of future development of the euroregion. The results show a good potential among locals to build a cross-border community. However, on the institutional level there are many problematic factors as constrains in future development of cross-border cooperation in Czech-Austrian borderland. Promoting the concept of Flexicurity by the Open Method of Coordination from the perspective of the Multi-Level Governance Theory and the Sociological Institutionalism - case study of the Czech Republic

This diploma thesis is a single-case study analyzing promotion of the concept of Flexicurity principle in the CR through the Open Method of Coordination (OMC). The concept of flexicurity began raising European integration actors' awareness since early 2000s. That was due to considerations how to strenghten competitiveness of the EU Member States' economies during growing expansion of more liberal markets such as China, and in the same time to maintain the European social model based on the concept of welfare state. In 2007, there was adopted EU's definition of Flexicurity. Flexicurity began to be promoted by the OMC. This thesis responds to the lack of studies analyzing the influence of the OMC in specific policy areas. Tha author analyzes literature, relevant laws as well as thier explanatory reports, National Reform Programmes, Czech government's policy statements, and interviews with representatives of tripartite actors who take part in social dialogue. The study explores how does the OMC work in the case of Flexicurity promotion. The aim is to find out which of the selected theories is more suitable for describing the process of Flexicurity promotion through the OMC. Structural policy in the Czech Republic - possibilities and limits of multi-level governance concept

This thesis is a case study which in the theoretical part deals with the concept of multi-level governance and its usefulness for study of the structural policy in the Czech Republic In the empirical part the basic postulates of this approach are applied to the functioning of the structural policy in the CR and subsequently reviewed. The projects funded by EU structural funds are used for the empirical review. On these examples it is examined, if and to what extent and in what way it is possible to consider the multi-level governance's concept basic postulates valid. According to set criteria and subsequent evaluation of completed projects, this concept to the operation of the structural policy in the CR does not endorse. Difficulties of the EU - Cohesion Policy Implementation Systém in the Czech Republic in the Programming period 2007-2013

The thesis Difficulties of the EU - Cohesion Policy Implementation System in the Czech Republic in the Programming period 2007-2013 deals with application of the theories of the European integration on two case studies. In the first part of the thesis the general history of the EU - structural policy is described. The second part is dedicated to the history of the structural policy in the Czech Republic. The third part is concerned with the theoretical definition of the topic and leads to a definition of the hypothesis and the research method. The main theoretical approach for the case studies is the multi-level governance theory, which describes multi-level sharing of authority among different types of actors. None of those actors has a power to define final version of the given policy. The case studies, which in detail examine the development and the efficiency of the implementation system of structural policy in Czech Republic, prove that this environment can cause the coordination dilemma connected with overuse of the free-riding tactics and high transaction costs. The combination of those elements leads to highly rigid system of implementation.
Cooperating or bypassing the member state? Paradiplomacy of the Visegrád regions in Brussels.

More and more attention is paid in the academic debate to the issue of sub-state entities, represented by regional governments, as partially independent actors of international politics. This phenomenon, referred to as paradiplomacy, is particularly visible in the European Union, where since 1980s regional governments have been mobilising to gain direct influence on the shape of European politics. A regional government that acts as an agent of European politics may or may not be actively supported by its central government. This thesis tries to investigate the relationship between the direct representations of the Visegrád Group regions in Brussels and their respective national Permanent Representations. In the first chapter, I discuss the theoretical issues related to regional mobilisation in Brussels by referring to the work of researchers who deal with multi- level governance in the context of the European Union. In the second chapter, I present and justify the choice of research design, case studies, and semi-structured interviews as the main source of obtaining data necessary to answer the research question. Policy determinants in the context of the EU's carbon neutrality goals

To meet the ambitious goals of carbon neutrality by 2050 that the European Union has set for itself, urban mobility is going to have to contribute much more to the overall reduction of greenhouse emissions. Sustainable Urban Mobility Plans (SUMPs) are the latest policy of choice coming from the European Commission set to deal with this issue. Interdisciplinary and based on best practices, this holistic transport strategy focuses on people, both as stakeholders in the planning process and as its ultimate beneficiaries. Although successful and popular, the take up process of these policies has been rather uneven across European cities. This paper attempts to uncover what possibly influences decision makers in small and medium sized European cities to adopt a SUMP, via binomial logistic regression on a large subset of cities (296) in 12 EU countries. The findings suggest that cities, which are in geographic proximity to an award-winning city, that have in their vicinity a higher education institution and that have continuously participated in European Mobility Week events, exemplify a higher likelihood to adopt a SUMP. EU development assistance and the ACP countries. EU's approach to Rwanda, Haiti, and East Timor

The work looks at EU's development policy through the lens of one of integration theories, namely multi-level governance. The relationship between the EU and three countries from ACP group, Rwanda, Haiti and East Timor is being analysed. From current trends of multi-level governance the research is focusing on the process of strengthening of supranational level and on advancing regionalization, understood in terms of regional integration on one side and the transfer of powers to lower administrative units or local emancipation. The work is inspired by the idea of the author Martin Holland that integration theories are better observable on EU's development policy than on EU's integration itself. Using the comparison of official EU's declarations over development cooperation with ACP group and real agenda implemented in those countries, the work investigates EU's involvement during penetration of surveyed countries into transnational structures, into regional coalitions and the promotion of emancipation of lower administrative units in the country. The research aims to analyze bonds formed between the European Union and Rwanda, Haiti and East Timor, which, according to Martin Holland, the concept of multi-level governance should best describe.
Decentralization in the new member states of the European Union

This thesis is devoted to analyze the decentralization process in selected Central and Eastern European countries. Its aim is therefore to evaluate and compare the results of decentralization in selected countries in the context of European regional policy - the Europe of the regions. The basic hypothesis is that regional policy provides a sufficient incentive for the EU nation-states to launch decentralization and proceed into the establishment of regional levels of government in the form of new political entities that are institutionalized, have their own poltickou representation and play a key role in planing and implementation of the structural and cohesion funds. The hypothesis will be investigated using analysis and comparison of the results of decentralization in the five Central and Eastern European Countries: Estonia, Slovenia, Poland, Hungary and the Czech Republic.
Strategic multi-level governance in cultural policy

The master's thesis "Strategic multilevel governance in cultural policy" deals with the often omitted topic of cultural policy. This field is observed from the strategic governance point of view and its position is analysed according to the levels of governance - supra-national, national, and sub-national. To explore the current state of the culture, it had to be placed into a framework forming context, where cultural policy takes place. Therefore, the analysis of this work dealt with the activities of political institutions according to the evaluation framework and with the evaluation of two specific cases of public policy documents of national and sub-national levels, including their application. From the perspective of major institutions at various levels of governance, especially organizations specialized on the field of culture, certain effort of conceptual solution of partial and overall issues of this field was found. The specific implementation and responsibility are often delegated to the lower levels of governance.
